The Pitt County Online Parcel Information System (OPIS) allows a user to query and view information from the County's parcel database by either owner's name, parcel address, parcel number, or by an E-911 address. Concurrent with the retrieval of parcel attribute data is relevant spatial (map) data, shown as a portion of the County's parcel map, as well as the parcels in the surrounding area.
Downloading of either GIS or parcel data is currently not available online however you may contact Pitt County MIS Request Services at 252-902-2521 or by email at mis.requestservices@pittcountync.gov to inquire about obtaining GIS or parcel data via other methods.
The display screen is divided into five parts. On the left side are the Location Map, Navigation Buttons/Tools, Search Options and Map Layers buttons. These are used for map navigation, select the search method, or turn individual map layers on or off. In the middle is the Main Map Display. On the right is the Text Frame, which displays parcel information.
Searching for a Parcel
- Click on the Owner icon.
- Enter the Last Name and at least the first initial of the First Name or the first few letters of the Last Name only.
- Click the Search icon.
- Click the parcel number to view the parcel map and information.
- If there is only one match to the owner's name, OPIS will display the ownership information and zoom to the parcel. If there are are mutiple matches, a list will be returned to help you determine the correct owner and from this list you can select and zoom to the correct parcel.
- If the information returned is not the parcel you were looking for, clicking "Go Back to Results" at the top of the parcel information page to return you to your original search list so you may continue searching.
- Click on the Address icon.
- On the right side of the screen, enter the House Number in the upper box and the Street Name in the lower box.
- Click the Search icon.
- Click the parcel number to view the parcel map and information.
- If no house number is entered, the returns are in house number sequence, lowest to highest.
- To expand the search, DO NOT use street type (e.g., St., Ave, etc.)
- Click on the Parcel Number icon.
- On the right side of the screen, enter the Tax Administration Parcel Number (also known as PIN number).
- Click the Search icon.
- View the parcel map and information.
- Click on the Address icon under the E-911 Address Search heading.
- On the right side of the screen, enter the House Number in the upper box and the Street Name in the lower box.
- Click the Search icon.
- View the parcel map and information.
- If you enter only the House Number or the Street Name, OPIS will display a list of ALL properties that match the search criteria for E-911 Addresses. If there are are mutiple matches, a list will be returned from which you may select the correct address and zoom to the correct parcel.
- If the information returned is not the parcel you were looking for, clicking "Go Back to Results" at the top of the parcel information page to return you to your original search list so you may continue searching.

Browser Settings
The Online Parcel Information System was written to work with most modern browsers; however, Pitt County only supports the use of Microsoft's Internet Explorer 7 or above. The Online Parcel Information System uses a combination of HTML, dynamic HTML and javascript to render the page and react to user interaction. The page loads once to your browser and then uses javascript code to refresh the map and the data as you pan and browse the map. Since most browsers differ in the way they render HTML and utilize javascript, not all browsers can be supported by this system. It is recommeded you "clear" your browser's cache often.
The recommended "supported" browser is currently:
- A minimum screen resolution of 1024 x 768 is recommened for best performance.
The following browsers have been shown to work with the Online Parcel Information System; however, these are not supported by Pitt County Government.
Navigating the Map Display
Option #1: If you have a specific area in mind.
- Located directly above the owner icon are two icons with magnifying glasses.
- Click the one with the +, then click in the Main Map and create a box where you want the map to zoom.
- Click the one with the -, then draw a box on the Map Display to zoom out by the ratio of the box to the map display. The map will be centered on the centroid of the box that you draw.
- Just above the magnifying glasses are two additional icons.
- Clicking the one with the + in the circle will zoom the map in two levels.
- It is not necessary to click on the Main Map Display itself when zooming in or out two levels (2X).
- Clicking the one with the - in the circle will zoom the map out two levels.
- scrolling the mouse forward zooms the map in.
- Scrolling the mouse backward zooms the map out.
- Press and hold the Shift key on your key board.
- Drag your mouse on the map using your left mouse button. A red square will appear. This is your Zoom Box.
- To finish the zoom box, let go of the mouse button. The map will zoom into the extent of the zoom box.
- To recenter the map, click on the hand icon, then click on the parcel or area you want in the center of your map.
- Click the icon with the arrow
- Click on a parcel to retrieve data for that parcel.
- As long as this icon is selected, data in the textframe will match the selected parcel on the map.
- Click on the appropriate directional arrow button to pan north, east, south, or west.
- Click on the Reset Map icon to clear the map.
Map Layers and Map Views
A Word About Scale Dependency
The Pitt County Online Parcel Information System is comprised of over 14 different layers of data. Therefore, displaying all these layers at one time is confusing to the user and ineffective in conveying pertinent information. A Map View selector (explained below) is used to organize the different layers of information. The layers shown within the Map View selector are also scale dependent. This means that some of the layers are not turned on until the user is zoomed in to the appropriate scale. If the user changes the Map View selector and nothing happens in the Main Map Display, the user simply needs to zoom in to the appropriate scale in order to view the layer. A good example is the Soils View. Showing the location of a soil type is ineffectual if the user cannot determine the general extent of the soil type because the detail displayed on the map is too small.
You can quickly change the map view by choosing a predefined map view from the Map Views dropdown list located on the left side of the screen.
These choices will change the view of the map to highlight a certain layer or layers in our GIS System.
If you would like greater control over what layers are turned on, you can use the Map Layers tool button under the Table of Contents on the left side of the screen.
Clicking this tool will open up a new panel on the right hand side of the display showing all the layers that are in the map. To change the layer's visibility click the check box next to the layer name.
To view the layer's symbology click on the layer name.
Measure Distances and Areas
The Pitt County Online Parcel Information System allows a user to interactively query distances and areas on the map. The distances will be returned in feet, square feet, and acreage.
- With the measure toolbar visible, make a mouse click on the map at he location on the map where you want start your measurements.
- a round point graphic will appear and as a move the mouse, the distance in feet appears in the first box of the measure tool bar.
- When you reach the desired distance or to the desired location of the first point make another mouse click to complete your first line.
- If you want to measure the area you would continue making two point lines until you create a graphic of the desired area you want to measure.
- When you are finished double click the mouse or hit the red close button on the toolbar.
- All distances are in feet.
- Area is calculated in Square feet and total acreage.
- At this time multiple polygons are not supported.
Lat/Lon Tools
The Pitt County Online Parcel Information System allows a user to query and view latitude/longitude point coordinate information by either clicking on the map, or by entering valid latitude/longitude coordinate pairs.
- Enter the valid Longitude/Latitude coordinate pair in the appropriate text boxes.
- Hit Enter or the Go Button
- The map will zoom to the location and place a graphic icon in the approximate location of the coordinates.
- Click the point on the map that you want to find the coordinates for.
- The application will draw a graphic icon in the approximate location of the coordinates and the location of coordinates will be shown in the toolbar text input boxes.
Coordinate values should be in decimal degree format, and within the following range:
Minimum Latitude = 35.2639600021473
Maximum Longitude = -76.9431473023885
Maximum Latitude = 35.892506256548
A red rectangle in this small map view highlights the area shown in the Main Map Display on zoom in or zoom out.
You can click on the location map to pan the main map display to a new location.
Printing a Map
Use the print icon on the main toolbar at the top of the application to create a printable map. If you have a parcel selected in the right panel, the map will show the selected parcel and the information from the right side panel. If you simply want a location map without data make sure that there are no parcels selected in the detail section.
Emailing a Map
To email a map image, click on the email button on the main toolbar at the top of the application. Just like the printable map, if you have parcel data selected in the right panel, that information will also be transfered to the email message. If you simply want a location map without data make sure that there are no parcels selected in the detail section. You will be prompted to fill out your name, your email address, and the recipient email address on the email page.
NOTE: For Printing or Emailing a map, you must turn your browser's "Pop-up Blocker" off for the page to transfer information from the main application to the email page.
FAQ - Frequently Asked Questions
Why must I click the "Accept" button on the "TERMS OF USE" page?
The "TERMS OF USE" acceptance feature was added to ensure you have read and understood the information relating to the validity and accuracy of the data shown on the OPIS website.
I click the print button but nothing happens.
Please ensure that your browser's "Pop-up Blocker" is turned off when trying to print from OPIS.
What's the difference between a "Map View" and a "Map Layer"?
A "Map View" is a predefined custom map highlighting the selected features from the Map View dropdown list. A "Map Layer" refers to the individual GIS map elements that you can turn on or off to customize your map.
I turned on the aerial photography from the Map Layers but nothing happened.
In the Map Layer listing, check to see which layers are turned on above the aerial photography. You may need to turn off any layer that uses shading, such as City Limits or Middle School Districts to see the aerial photography or you can choose one of the pre-defined map views from the Map Views drop down list. Once a pre-defined map has drawn, it can still be further customized by turning off/on the layers found in the Map Layers list.
How do I get the information shown on OPIS corrected?
